Hi David. Yes, there is a very small amount of mercury vapor in a Fluorescent lamp. They used to put a little bit of liquid mercury in and let the natural evaporation make enough vapor. These lamps were somewhat dangerous. Now, manufacturers use only enough and no more. That means it is all vapor. As Dale's post explains the gas which is a mixture of Xenon and mercury vapor emits ultraviolet light which is absorbed by the white phosphor that coats the inside of the glass tube and is re emitted as visible white light.
This person in addition to not knowing spelling and grammar has a lot of very old information. They sight the danger of P C Bs in the ballast. P C Bs have been outlawed for at least 30 years.
