Often times outdoor lights have clips on them already. You could pick up a roll of thin wire and twist it around the pickets. Or if you own a string trimmer you could get a roll of string for the trimmer and use it to hang the lights. Next summer you'll already have the replacement string for those times you get a bit too close to the sidewalk or tree or fence posts...
