Hi Robert,
The correct name of that product is cable ties. I have a tool for installing 
them. After the tie is wrapped around the wires you insert the end in this 
device. As you squeeze the trigger the cable tie is tightened and when it is 
at the point when it can not be tightened any more the tail is automatically 
cut off making a very neat job.
If you are going to use them outdoors I would get a little heavier tie and 
one that is UV protected. Although for Christmas lights it probably does not 
matter. A few years ago I had the brilliant idea of how to install a shade 
blind on my back porch.Rather then trying to match up the hooks, I installed 
a 10" 1 - 1/2 pvc pipe under the roof and I used cable ties to affix the 
blind. After a few weeks the blind was partly hanging down.
Between the wind working the blind back and forth and the sun making the 
ties very brittle my brilliant idea was doomed. I went back to the hardware 
store and purchased much heavier ties with UV protection. The blind has been 
up for several years. I also had to put end caps on the pipe to keep birds 
from nesting inside.

Dale If I understand what you are describing, that is what I was calling zip
ties.
Some are perminant and some of the larger, more heavy duty ones have a small
flap in them that you can use to release them so you can use them over
again.
