Oh,

I am pretty sure the reason is to reduce migration of carbon monoxide from 
automobile exhaust into the dwelling. It is code in many jurisdictions in North 
America as well that the garage be below the level of the dwelling, don't know 
about the height though.

Carbon monoxide is heavier than general atmospheric gas and therefore tends to 
lay low.
