Hi Bob,

the twin tub machines do exactly this, they aren't dryers in the usual sense. 
There is a tub for washing then you put the clothes into the spinner tub where 
you can spray water as they spin to rinse. We had a Hotpoint in England and I 
think a Hoover in our first apartment home here in Canada. I believe they do 
make small automatic washers on wheels which connect much like a dish washer 
but I am unaware of one which includes a dryer.

  Couldn't you do one like a dish washer for an apartment, on wheels with a 
hosewith a rubber bib to go over the spigot and place the drain in the sink. 
When not being used just roll it back into it's spot.
