Well probably the first thing is to take the handles you have along to a hardware or other supplier and see about getting something that will have it's screws either exactly in the same spacing or such that when you put the new ones on they will hide previous holes. You can of course fill the holes and paint over them. The same applies to the hinges. It may be though that you can bring the original hardware back up with a good cleaning unless there is some other reason to change it out.
If you are going to paint I recommend that you gently scuff the surface of all areas to be painted with a light sand paper maybe 120 or 180 grit enough to clean off any residual grease and to break the surface to create a tooth for the new paint to stick. You will probably want to use an oil based paint, it takes longer to dry and usually stinks worse but it is more durable than most any of the water based products. Cabinets do take a beating and get washed and scrubbed a lot and you don't want to be washing away your paint. These days I really like Melamine paint. It sticks like snot and is very durable and the colors apparently remain very bright for a long time. The quality of a paint job, like all finishes depends largely on the preparation. Even the car guys will tell you that you can't hide poor bodywork under paint even the best paint. Don't over sand the surfaces but be sure to scuff them gently and be sure to vacuum and tack them off carefully before applying any paint. Fill any dings and chips carefully and level them off to the adjacent surfaces. If you mean refinishing probably the first things we need to know is what you already have, that is, solid wood, composite board or some other engineered product like melamine, that sort of thing. Then, what is the present finish? Solid wood probably has some form of stain and lacquer, other products may have a photographic type applied finish.
