The best way I've found to use any style of plunger is to make sure there is 
plenty of water on top of it.  So if the toilet is threatening to run over 
there is plenty of water to work with.  But there needs to be plenty of water 
to give a good seal on both sides.  You can compress air but you can't compress 
water.  

And in your part of the world you may need to use warm water to make sure it 
isn't frozen.  hahaha
