Yes, it does have traditional hands, but they're of no use to the blind user. On this watch, it is not the hands you seek to feel when attempting to tell the time. You're looking (feeling) for a specific vibratory sensation for the hour and minutes. Dan did a pretty good job of description below. My sense is that people are bewildered by this vibratory thing... Not really getting how it feels. It's just one of those things you have to experience. It's much more specific to location on the watch bevel than it might sound from our descriptions. The alarm is somewhat different, in that the alarm vibration seems to emanate from the underside of the watch... Against your wrist. It's quite distinct, and really won't be missed. I have been surprised by the strength and specificity of the vibratory signals which emanate from this watch.
At this point, I really don't know where you'd go to get one. I don't believe Tissot is manufacturing them any longer. I suppose it's worth getting in touch with Tissot itself. Or, just search the net til you find a dealer which still has some in stock... And is not only willing to sell one... But, also willing to stand behind it. Though, knock on wood, I've had no trouble with mine in two or three years of some rather rough use. Again, it's an excellent timepiece.
