tom, I'd guess the 54 volts is the small amount of current drawn by the night light in series with the high impetance input of your meter creating a sort of voltage divider across the line.
Since you replaced the switch, I don't think that measurement relates to whatever the problem is. Guess you'll have to check the other switch and all the connections. Good luck Tom Fowle
