The correct way to fill cracked concrete is to undercut along the cracks with a 
masonry chisel. This means you cut away the concrete along the crack forming a 
wider bottom to the cut. You must then clean away any loose debris with a brush 
and water. You then mix up expanding hydraulic concrete and force it into the 
crack. This works better if the crack is damp or even wet. The cement will 
expand and fill in the crack.

It is quite a bit of work but the patch will survive.

Cracks though aren't the biggest problem. You have to get the water away from 
the foundation and the wall from the outside. Water percolates through cement 
it wicks through and in fact evaporation from the "dry" side helps to draw the 
water through from the outside. Water will rise up through a cement floor 
particularly one below grade with or without cracks. It will force paint to 
bubble and flake off.
