I am by no means an expert on this stuff, but I have had buildings that flooded 
at various times in my life.  So take this for what it's worth, probably not 
much.

First, water is a mighty insistant thing, so I doubt a damb is really going to 
help you much.  If your property is the lowest place around, water's gonna get 
there no matter what you do.

So, you could, conceivably, dig a sump pit and pump the water to somewhere 
else, though again, unless you can pump it out faster that it flows in, this 
might not be of much value.

In the neighborhood I live in, (which is proan to flooding), a lot of people 
have French drains.  My knowledge of these is sketchy at best, but I believe 
you dig a trench and line it with gravel, then lay a perfurated pipe on top of 
the gravel, add more gravel on top of that.  Presumably this conveys water into 
the ground rapidly thus preventing the kind of build-up you seem to have.
