I had one of those too. Trouble was that the stem was plastic and the rocket had to be pressed firmly onto the sealing rubber washer for the catch to hold it. consequently I got to fire it about three times before it broke.
You filled the rocket to a number calibrated on the edge with water and for some reason there was a thin wooden dowel you put into the rocket as well, I suspect it served the purpose of acting as a valve to keep water from returning into the pump as you pressurized the rocket with air. I clearly remember that my father thought it was very funny to instruct me to make sure the rocket was pointing exactly away from the center of my chest before firing which of course resulted in giving me a good soaking with water.
