Claudia , at one time this house sat on top of cinder block walls. at one time my father in law had someone, like you said , drill holes because if they didn't the walls might have b blown in or water would erupt someplace else. once those holes were drilled , most of the time there was a steady stream of water running across the floor at many different angles. Not sure what a contractor could build besides a trench inside to control that flow of water. none of us knows the weather to come but I'd still say hold out for other opinions and then you have a lot more to go from.
