sometimes probably.

Usually though the wood has split along the line of holes. It might be possible 
to get some glue between the parts and clamp and maybe even screw the broken 
part back, a lot would depend on the nature of the damage.

  to simply fit the appropriate diameter dowel in the broken out area secure
  it using whatever manner wood workers use and redrill the hole to original
  dimensions?

  a larger size.

  That's what I intended to describe, the pull of the cane pressing the wedge
  shaped blocks into there sockets. Yes, it sounds a lot of work, there is
  probably a simpler/better way.
