If you look around the bottom of the tank you'll see a fitting. Some have a plastic piece over the threads for protection. Others have a piece that looks like you can attach the garden hose to it. Take the hose and put it on that fitting. Then turn the valve to open it. The water will either come out or there is a blockage and you'll have to find a way to get past the block. Last one I had that was blocked I cut the hook off a coat hanger and straightened it out. The parts that are twisted together will actually work like a drill bit. I put the straight part in my drill and ran that through the opening. I got soaked as my reward but the heater was in a utility room with a cement floor so all was well. Except for me having to walk home in the cold with soaking wet clothes...
