No, I am at a loss, the old unit that I had acted like yours until I got it 
level. Wonder if the manufacturer  has a tech support  number that could 
help?

Hello Lenny, I tried the piece of plywood and verified that the unit was 
level.  I still experience the left water containerdoes not empty...  Any 
other suggestions...

  Hello All, I have a portable humidifier which you fill 2 water containers
  and slide them down into the humidifier. The reservoir fills as water is
  needed. when one container is empty the other one is suppose to start
