your notes here are quite interesting Tom.
I had some replacement fuses for some audio gear. (10A 250w and 6A 250W) 
and they were blowing readily.
I asked the gent who sold them to me, what might be the reason as the amps 
were not doing harder work with any new speakers. he said that German 
fuses are "blow at" and our fuses were "travel through".
Saying what you are below, but indicating that not all are so defined.
i went back to the US and had him order the next size up in the German and 
I can change the without any noticable difference under heavy loads. No 
extra heat at the fins.
