It won't matter so much if it's wet, but you might want to take a scrub brush 
and plain water to the area first.  If it's been damaged for any length of 
time, it will have all kinds of dirt and junk in it and that will keep the new 
and old from bonding.  

Getting it wet to clean would probably be the ideal situation because dry 
cement or concrete can tend to suck the moisture out of the new patch and that 
can cause it to crack if it dries too fast.
