I'd goto a marine supply store. I just replaced the cleats on my boat not too long ago.

I wonder if some nylon washers will be enough to put between the cleat and the aluminum? The screws are probably also nickel, I think I have some stainless #8 that I could use in place of the ones that came with the cleat.
