hi john I think what is happening is the air is moving but your tire has lost its seal with the rim. if the other tire aired up the chuck is working. I have heard of a way to make the seal start again is to do this.
tie a rope in a circle just large enough to go all the way around the tire. then put the rope on the tire and stick a screw driver under the rope. then twist the screw driver around so it starts to pull the rope into the tire middle like a yo-yo. so as the rope squeezes the tire the side walls will spread out and make the air seal again.
