I got over 5 million hits on "insulation paint".

The technology is essentially hollow ceramic spheres suspended in paint. Some 
also include a vacuum in the spheres.  Because of their shape they are low 
friction and flow in the paint so it behaves in the usual way. There are 
various properties including fire resistance, heat resistance, mold and mildew 
resistance and increased durability.

The stuff does exist from various manufacturers and is available as a paint 
additive. I didn't [price it or research it further.

    Sounds like snake oil to me. A thin layer of paint isn't going to have much 
  if any insulating quality.
