Lee Valley sells T track and miter track which fit each other. It would be a simple matter to drill a hole through the bottom of the miter track, slide the T track into the miter track with the slot down to the bottom. Then a T nut and bolt through a toggle clamp so you need only press the toggle down to lock or raise it to unlock the measure. All parts are available from Lee Valley.

They are used in everything from camera tripods, to ski poles, so someone must be selling the component parts somewhere.; -- Blue skies. Dan Rossi Carnegie Mellon University.
