Bob, not all brands. The one that 84 lumber use to sell was one of the best. 
It had a very rich portland mixture. A friend has a fencing business and he 
use to purchase it by the pallet. He used one bag per fence post and never 
had a problem. I don't remember what my cousin had purchased but when the 
bag was filled it had the gravel , sand and portland not mixed. From that 
time on I never take the chance.

It's premixed.  You scoop out what you need and add water.

  maybe it is called sakrete or a similar name. . so my question is if I
  buy a bag now to keep in the basement how do i know when i open that
  bag that I am going to get equal parts sand and concrete, say if II
