Those are called mechanics fingers.  Don't know why, I was a mechanic for years 
and never used them on anything I worked on...  I can see where they'd be 
useful in grabbing clumps of stuff like hair or maybe a rag.

  Had one more thought. I don't know if you have 
  one, but there are devices called grabbers that 
  are great for removing hair and other solid junk 
  from a drain if it isn't down past the elbow. It 
  looks like a long flexible spring. At one end is 
  a button that you press that makes a claw-like 
  thing open on the other end. You can then grab 
  the junk, let go of the button, and pull the clog out.
