Dear Kevin:
 

    A simple way to construct a frame with only a hand saw and a ruler would be 
to use 
 a thirty degree angle at the top and sixty degrees at the bottom of the piece 
that forms the front of your latter/shelves.  A thirty degree angle can easily 
be attained by measuring the width of the board, doubling that result and 
marking that distance from the end of the board.  Then use a block of two by 
four to clamp in place from the mark to the corner on the opposite side and 
using the two by four to keep your saw in line both vertically and on the saw 
line, cut off 
 the triangle.  At the opposite end of the board, measure up from the bottom of 
the board a distance equal to one half of the width of the board, then using 
the two by four block clamped in place, saw from the found point to the 
opposite corner.  You can then adjust the length of your vertical board to 
match the height of the finished angular board.
    If you choose to use a forty-five degree angle, the task becomes even 
simpler.
