You'll need "--enable-features=TrustTokens
--enable-blink-features=TrustTokens,TrustTokensAlwaysAllowIssuance
--additional-trust-token-key-commitments={...}"

The "enable-features" flag enables the feature in Chrome, while the
"enable-blink-features" flag enables the feature regardless of a
domain/site having the origin trial token.
