Summary

Exposes a WebDriver command to allow browser automation, such as the
automated testing, to force Bounce Tracking Mitigations to run immediately.
There are currently no web-platform-tests for Bounce Tracking Mitigations.
Adding this WebDriver command allows web developers to create
web-platform-tests to test their implementation and verify its adherence to
the spec.
