We are doing two minor additions to WebGPU that we believe have zero
compatibility risk:

   - The addition of "rgb10a2uint"
   <https://gpuweb.github.io/gpuweb/#ref-for-dom-gputextureformat-rgb10a2uint>
   as a GPUTextureFormat. This format was forgotten by the WebGPU group when
   making the initial list of GPUTextureFormats. Both WebKit and Firefox were
   in favor of adding it during the WebGPU meeting

   - The enablement of the "float32-filterable"
