Summary:
Support cross-fade() from CSS Images Level 4. This allows cross-fading
between two or more images; some of this functionality was already present
through -webkit-cross-fade(), but this is the standards-compliant version
with some more functionality.

Risks

Interoperability and Compatibility
Safari is already shipping cross-fade() with the same syntax as
-webkit-cross-fade() (which is not compatible). We talked to them
and went through HTTP Archive to see what the practical upshot would
be, and the consensus was that there is no risk to real web pages.
Most pages that use cross-fade() already have a fallback to
-webkit-cross-fade(), and most of the rest have completely invalid
syntax that will be the same before and after. There is a single
web page that we were able to find that will be changed by this;
it fades an image with itself 50–50. The page mostly looks like a test.

Is this feature fully tested by web-platform-tests?
No, but we're adding WPT tests as part of the code.
