There was certainly some disagreement about that, but whatwg/html#9425
<https://github.com/whatwg/html/pull/9425> makes it much more explicit.

That is a possible concern, although (a) I think the amount of existing
content affected by the change is likely small, although I haven't
attempted to measure and (b) I think such a change seems more likely to be
an improvement than a regression.
