That's an odd work mode. Do all other feature extensions just wait in PRs
up until publishing?
Even for specs that still work with levels, I'd expect "current" and
"future" branches, where future PRs can be merged to the "future" one as
they're ready..

With that said, it seems like there's still active discussion on the PR.
Could we get to a state where it's reviewed by relevant folks that sign off
on it before shipping?
I agree we shouldn't wait for arbitrary publishing points before shipping,
but a spec review would help ensure that what we're shipping is well
defined.
