Update: Using the new Github stacked PR feature, we now have a stack of non-draft PRs at https://github.com/whatwg/html/pull/12758 in the last week. It is being reviewed by Mozilla folks. We've found a few issues and fixed them as we went along, but nothing so far is a design/API change (those changes were regarding some error conditions and edge cases).
Apple folks will likely review this later in August as folks are on OOO. I am suggesting again to ship this in M154 (branching at end of August), allowing spec reviewers ample time to raise objections or make additional API changes until then (or after shipping, which is likely fine for the kind of edge-case/error handling cases that come up at this stage of review).
