Summary
Extend the Permissions Policy infrastructure to dedicated and shared workers. 
Web developers will be able to delegate policy-controlled features to dedicated 
and shared workers via Permissions Policy. This will enable browsers to expose 
features gated behind Permissions Policy to workers.

Motivation
The goal of this proposal is to extend Permissions Policy to workers, in order 
to enable shipping Permissions Policy gated capabilities to those contexts. 
Note there are a number of proposals and use cases for extending Web APIs that 
are currently gated behind Permissions Policy to workers (see 
https://github.com/explainers-by-googlers/workers-permissions-policy#example-use-cases)
 which have been blocked until because Permissions Policy does not yet work in 
workers. This proposal aims at unblocking those.
