Hi Brent,

When fenrir comes up after the installed system boots, do either capslock+F3  for laptop or fenrir key+F3 to disable the fenrir sounds then fenerir key+F4 to disable fenrir speech then try loging in and see if orca will speak when the desktop comes up. This works for me.
