First you can select the whole track by pressing control+a. Then go to 
the effects menu, alt+c and choose Amplify. The volume can be raised 
either by putting a positive number in the text box or using the slider. 
By default though, the volume of your selected area is raised to the 
maximum possible without clipping, so most of the time you can just 
accept the default.
