Jonathan/team, Excellent draft detailing out examples of interoperability challenges. I have one thought with regards to the overall content - the title of the document is a bit misleading, as the body of the draft (specifically starting at Section 5) moves away from the problem statement and starts diving into a framework for solving challenges. I think this information should be broken out into another draft? The section in question does bring to light a methodology to identify the problems, and this does indeed lend itself to further problem statements. It just seems to me that if should broken out into another draft explicitly spelling out a framework to identify interoperability challenges. Once again - excellent work.
