That's unfortunately pretty common. A common practice is to clear any
priority information in packets coming into your network; unfortunately,
a lot of routers clear the whole DSCP byte, including the ECN bits.
There is some data on this in Bauer and Beverly's Caida workshop results:

It looks like *most* networks don't clobber the bits, though some do.
So far, the networks who clobber the bits have been helpful on fixing them.
