[Bloat] Variable Packet Throughput Test

I stumbled upon FLOWPING while searching for a bandwidth test with variable 
packet sizes. Maybe I’m behind the curve, but it seems promising. The main 
caveat I see is that it uses UDP. Any thoughts?
