That is still oscillating more than I would expect. Do you have docsis
framing enabled? if you are doing nat, nat?
I used layer_cake with this overriding the defaults on my cable modems
in /etc/config/sqm
option iqdisc_opts 'docsis wash besteffort nat ingress '
option eqdisc_opts 'docsis ack-filter nat'
