OK, I can see that we have the "Comments only" check box that controls
whether you can see the attachment. This appears to be default unchecked
for me, which I guess is fine. However, the text associated with an
attachment can lack context with the comments only scheme.
If we treat the text as a comment then when such text is available, I
would providing a link in that text, perhaps at the beginning.
On the other hand it might be better to say that these are not comments
(they already do not display comment:4 style links) and so should not be
displayed when "Comments only" is checked.
Which is preferable? As I think about it, I am leaning towards the latter.
