#206: Ticket fields layout broken if custom textarea fields are declared

[attachment:t206_r1386655_ticket_textarea_fields.diff Attached patch] will
fix this bug by rendering enum fields first , then text fields (plus Cc)
and finally text area fields in full row. As a consequence description
might be placed very low in that page .

IMO this is not ok , considering the fact that
1. it is an important ticket attribute
2. users might get lost if having some windows / tabs open at
the same time and ticket description is not in a privileged position
That's why I submitted a [attachment:t206_r1386655_ticket_desc_top.diff
second patch] aimed at inserting a single row of ticket fields then
desciption and finally the rest .
