#259: Attach file button label consistency

As described in t:#10281, the attach file button on the attachments page
currently reads ''Add another attachment'', even when there are no
existing attachments. A patch has been submitted in t:#10281, and a
corresponding change to Bloodhound will need to be made to avoid breaking
the functional tests.
