Enable acct_mgr.pwhash.HtDigestHashMethod in default setup.
Update for missing setting on upgrades for appropriate settings -
presumably:
* acct_mgr.pwhash.HtDigestHashMethod disabled and
* acct_mgr.htfile.HtDigestStore active
