#299: determine whether RAT reporting could avoid a blanket ignore of trac
directory

Making RAT ignore the whole trac directory may end up ignoring potential
issues unintentionally. Then again, with so much to check through, leaving
all the effectively false positives in the report is not hugely better.
Is it possible for the trac directory to additionally allow BSD licences
to be accepted so that it is easy to spot other issues?
