The following files are still flagged by RAT (see
http://ci.apache.org/projects/bloodhound/rat-output.html):
* doc/html-templates/js/jquery-1.8.2.js
* installer/README.rst
* bloodhound_search/bhsearch/default-pages/BloodhoundSearch
The first two can probably be excluded from RAT. The last I guess is a
Wiki template and could be excluded as well.
