#320: Remove search from mainnav and change behavior of empty search

Clicking `Search` on the mainnav lands on a page that displays '' Search
query too short. Query must be at least 3 characters long. Please type
your query string in search box and try again.''. It would be nicer to
land on a page that shows the filters and no search results. The same
behavior applies to clicking `Search` in the header with no search text
entered.
The `Search` button on the mainnav doesn't provide any functionality
beyond the search dialog in the header, so it could be removed.
