#340: Abbreviated details for activity items

Events in the activity stream can currently take up significant space as
the full details of the event are shown (with {{{ticket_show_details =
true}}} in the {{{[timeline]}}} section).
I propose that it would be better to have a limit on the size of an event
so that no event can completely dominate the display.
#339 is currently expected to result in a new formatter and so this ticket
should either lead or build upon that work.
