Plugins will need to know whether Bloodhound theme is installed in order
to apply Bloodhound-specific UI enhancements (e.g. [https://trac-
hacks.org/changeset/12575 this changeset] introducing Bootstrap UI for
trachacks:TracPastePlugin ) .
That's a very good reason to extract `is_active_theme` out of the body of
`bhtheme.theme.BloodhoundTheme.post_process_request` method so that it
will become a public method of that class .
