#377: Make current ticket state more obvious

In use, I find that it hard to determine the current status of a ticket
(new, accepted, closed, etc) by looking for the status field in the fields
above the Description.
My initial suggestion is that we could change the string beneath the
Summary from:
{{{Ticket #2 Assigned to gjm}}}
to:
{{{Ticket #2 - Closed Task; Assigned to gjm}}}
or similar.
