#399: Quick ticket fails to create when base_url is '/'

It looks like this is related to the theme.js concatenating {{{'/'}}} and
{{{'/qct'}}} when attempting to post.
A quick fix might be to check for {{{base_url == '/'}}} and replacing with
{{{''}}}
